Değerli film yapımcısı,

Festival ekibimiz gerçekten uzun ve zorlu geçen bir değerlendirme sürecinin ardından "offical selection" listesinde yer alıp afişlerinde festival rozeti kullanma hakkı vereceği filmleri belirledi.

Öncelikle "Official Selection" yani festival seçkisi alan fillmerin henüz finalist statüsü kazanmadığını belirtmek isterim. Filminiz festivalimizdeki yarışma etabına geçmiştir. Bir sonraki aşamada ön jürimizden aldığı puana göre finalist filmler arasında ve gösterim listesinde yer alıp almayacağı belli olacaktır.

YARIŞMA ŞARTNAMESİ

1. HAKKINDA
İnsanlık ailesinin çok değerli bir parçası olan ve onlarca yüzyıllık geçmişe sahip kadim Türk tarihi ile biz Türklerin uygarlık öyküsünde önemli bir yeri olduğunu bilmekteyiz. Tüm dünya genelinde Türkçe düşünen, Türkçe konuşan, Türkçe üreten sinemacıların ortak bir uğraşı alanı, bir festivali olsun istedik. İstanbul Uluslararası Nartugan Film Festivali öncelikli olarak Türkçe düşünen, Türkçe üreten, içinde bizden öyküler, kişiler, unsurlar barındıran sonra da tüm evrensel öykülere, dillere, kültürlere ve filmlere açık bir film festivalidir..

1. ABOUT
We know that we Turks have an important place in the history of civilisation with the ancient Turkish history, which is a very valuable part of the human family and has a history of tens of centuries. We wanted to have a common field of endeavour and a festival for Turkish thinking, Turkish speaking and Turkish producing filmmakers all over the world. Istanbul International Nartugan Film Festival is a film festival that primarily thinks in Turkish, produces in Turkish, contains stories, people and elements from us and then is open to all universal stories, languages, cultures and films.

9. ÖDÜLLER
9.1 8. İstanbul Uluslararası Nartugan Film Festivaline katılan eserler arasından, Ana Jüri tarafından belirlenecek eserlere birincilik, ikincilik ve üçüncülük ödülleri verilecektir.

Seçilecek eserlerin yönetmenlerine; Her kategoride ilk üç film olmak üzere.
Birincilik Ödülü: Ödül Heykelciği
İkincilik Ödülü: Ödül Heykelciği
Üçüncülük Ödülü: Ödül Heykelciği

9.2 Festivalimiz özel bir kurulun kararı ile festivale başvurmamış film, kişi ya da sinema eserine Turkuaz Aslan Cesur Sinemacı Ödülü altına bir ödül daha takdim etmektedir.
9.3 Jüri’nin önerisi üzerine Güzel Ordu Kültür Sanat Vakfı bu ödüller dışında özel ödüller de verebilir.
9.4 Ödüller ve heykelcikler, Nartugan Film Festivali tarafından gerçekleştirilecek ödül töreninde verilir. Maddi ödüller Festival bitiminden itibaren üç ay içerisinde kazananların banka hesaplarına yatırılır.
9.5 Ödül filmin yönetmenine verilir. Filmin birden fazla yönetmeni olması durumunda ödül tutarı yönetmen sayısına eşit miktarlarda bölünerek ödeme yapılır.
9.6 Ödül töreninde yönetmenin bulunamaması söz konusu olursa ödül, yönetmenin önceden belirlediği ve yazılı olarak festival ekibine bildirdiği bir temsilciye verilir.
9.7 Ödül alma hakkını kazandıktan sonra vefat eden kişinin kazandığı ödül, yasal mirasçılarına verilir.
9.8 Finale kalan eserlerin sahipleri; filmlerin açılış ve kapanış jeneriklerinde, yayınladıkları basın bültenlerinde, gazete ilanlarında ve filmle ilgili her türlü tanıtım mecrasında İstanbul Uluslararası Nartugan Film Festivali Defne logosuyla birlikte Birincilik / İkincilik/ Üçüncülük/ Jüri Özel/ Mansiyon Ödülü’nü aldığını belirten, ya da finalist olduğunu bir ibareyi yayınlamakla yükümlü olacaklardır.
9.9 Ödüller Festival komitesinin belirlediği kişilerce seçilen filmin yönetmenine ödül töreni esnasında verilir.

9. AWARDS
9.1 First, second and third prizes will be awarded to the works to be determined by the Main Jury among the works participating in the 8th Istanbul International Nartugan Film Festival.

To the directors of the works to be selected; The first three films in each category.

9.2 With the decision of a special committee, our festival presents an additional award under the Turquoise Lion Brave Filmmaker Award to a film, person or work of cinema that has not applied to the festival.
9.3 Upon the recommendation of the Jury, the Güzel Ordu Culture and Art Foundation may also award special prizes in addition to these awards.
9.4 The awards and statuettes are presented at the award ceremony organised by the Nartugan Film Festival. The financial awards are deposited into the bank accounts of the winners within three months after the end of the Festival.
9.5 The award is given to the director of the film. In case the film has more than one director, the prize amount is divided equally to the number of directors.
9.6 In case the director cannot be present at the award ceremony, the award will be given to a representative designated by the director in advance and notified in writing to the festival team.
9.7 The prize won by a person who dies after having won the right to receive an award shall be given to his/her legal heirs.
9.8 The owners of the finalist works will be obliged to publish in the opening and closing credits of the films, press releases, newspaper advertisements and all kinds of promotional media related to the film, together with the logo of the Istanbul International Nartugan Film Festival Laurel, a statement stating that they have received the First / Second / Third / Jury Special / Honourable Mention Award, or that they are a finalist.
9.9 The awards are given to the director of the film selected by the people determined by the Festival committee during the award ceremony.

Rules & Terms
4. BAŞVURU KOŞULLARI
Yarışmaya tüm dünya ilkelerinden filmler katılabilir ancak festivalimizin kalıcı ana teması gereği öncelikli olan tercihlerimiz mevcuttur.
Başta kadim Türk kültürü olmak üzere tüm kadim kültürlere ait, söz konusu konuları işleyen filmler birinci dereceden önceliklidir.
Türkçe olan, Türkiye’de çekilmiş, ekibinde Türk birey yahut ekip olan, Türkiye, Türkçe ve Türk kültürünü konu eden, hangi fille çekilirse çekilsin Türkçe altyazı içeren filmler birinci dereceden önceliklidir.
Türk Cumhuriyet ve devletleri olarak adlandırılan coğrafyadan gelen her çeşit film birinci dereceden önceliklidir.
Türkçe dışında çekilmiş ve Türkçe altyazı içeren filmler ise ikini dereceden önceliklidir.

4.1 Yarışma sinemaya ilgi duyan herkese açıktır.
4.2 Yarışmaya her yaştan insan başvurabilir.
4.3 Yarışmaya başvuru kişiseldir isim, telefon numarası, eposta adresi gibi bilgileri eksik olan başvurular bu eksiklikler son başvuru tarihinde diskalifiye edilecektir.
4.4 Yarışma dili Türkçedir. Ulusal ve Uluslararası alandan yarışmaya katılacak olan yapımların Türkçe’ den farklı diller içermesi halinde Türkçe seslendirilmiş veya Türkçe ve İngilizce altyazılı kopya teslim etmesi gerekmektedir.
4.5 Yarışmaya başvurular, çevrimiçi olarak web sitemiz aracılığı ile FilmFreeway platformu üzerinden yapılacaktır.
4.6 Yarışmaya başvuracak filmler doğru kategoride başvurmalıdır.
4.7 Yarışmaya başvuracak kısa filmlerin süresi ilgili kategorinin süre kıstaslarına uyması zorunludur.
4.8 Yarışmaya gönderilen bütün filmler Festivalin arşivinde saklanır.
4.9 Yarışmaya yapım tarihi 31.12.2022 tarihinden sonra yapılmış olan filmler katılabilir.
4.10 Yarışmaya katılacak filmler için son başvuru tarihi 10.10.2024 olarak belirlenmiştir.
4.11 İstenilen dilde ve coğrafyada çekilmiş filmler Türkçe ve İngilizce altyazı zorunluluğunu yerine getirmeleri koşulu ile yarışmaya başvuru yapılabilir.
4.12 Yarışmacılar birden fazla film ile yarışmaya başvurabilirler.
4.13 Daha önce başka bir festivale, platforma ya da yarışmaya başvurmuş olmak, yarışmaya katılmaya engel değildir.
4.14 Yarışmacıların telif haklarından yaşadığı / yaşayacağı sorun, yarışma yönetimi / komitesi ile ilgili değildir. Dolayısıyla, hukuki yaptırımlara, yarışma yönetimi tabi tutulamaz.
4.15 Finale kalan filmleri, yarışma yönetimi / komitesi / ekibi, kendi görsel ve işitsel ağlarında paylaşmakla yükümlüdür.
4.16 Ön elemeyi geçerek finale kalan eserlerin, yönetmen adı belirtilmesi koşuluyla, ticari amaç gözetmeksizin Nartugan Film Festivali sanat etkinliklerinde yer alması, gösterilmesi yarışmacı tarafından kabul edilmiş sayılır. Bu filmlerin aynı zamanda Nartugan Film Festivalinin web sitesinde ve sosyal medya sayfalarında yayınlanması gösterilmesi yarışmacı tarafından kabul edilmiş sayılır.
4.17 Nartugan Film Festivalinin yarışma sonucunun ilan edilmesinden önceki herhangi bir aşamada, herhangi bir sebep göstermeksizin yarışmayı düzenlemekten vazgeçme veya yarışmayı iptal etme veya ileride aynı yarışmayı devam ettirmeme hakkına sahiptir. Yarışmanın düzenlenmemesi veya iptal edilmesi halinde, eser sahipleri tarafından festivale gönderilen veya teslim edilen hiç bir eser dernek tarafından kullanılamaz.
4.18 Genel sinema kıstaslarına uymayan yahut bunları teknik olarak karşılamayan filmler, nefret söylemi, temel insan haklarını ve evrensel ilke ve değerleri hiçe sayan, ırkçı, ayrımcı ve kötü propaganda içeren filmler değerlendirmeye alınmaz.
7. DEĞERLENDİRME

7.1 Ön jüri, Ana Jüri Festival Yürütme Kurulu tarafından belirlenir.
7.2 Ön Jüri; her kategoride kıstaslara uyan ve değerlendirmeden geçen en belli sayıda filmi, Seçici Kurula sunar. Ön Jüri, yarışma için başvuruda bulunan eserlerin; şartnameye uygunluk, teknik, estetik, yaratıcılık ve kategori seçimleri yönünden değerlendirmesini ve elemesini yapar.
7.3 Ön Jüri festivale katılan tüm filmleri izler ve beğenilen filmler finalist film olarak belirlenir.
7.4 Ana Jüri; her kategoride finale kalan filmler arasından filmlerin yaratıcılık ve sanatsal niteliklerini gözeterek dereceye girenleri belirler.
7.5 Jüriler kararlarını; yazılı, gerekçeli ve imzalı olarak sonuçların açıklanacağı tarihten önce Festival Yürütme Kuruluna sunarlar. Seçici Kurulun kararları kesindir. Katılımcıların sonuçlara itiraz etme hakkı yoktur.
7.6 Finale kalan eserler Festivalin sitesi ve sosyal medya hesaplarında yayınlanarak açıklanır.
7.7 Seçici Kurullar, herhangi bir kategoride ödül kazanacak yeterlilikte eser olmaması durumunda ödül vermek zorunda değildir.

8. FİNALE KALAN ESERLER

8.1 Finale kalan eserler en geç 10 Aralık 2024 tarihinde web sitemizden ve sosyal medya hesaplarımızdan duyurulacaktır.
8.2 Finale kalan eserler için aşağıdaki belgelerin 5 Kasım 2024 tarihine kadar belirtilen şekillerde gönderilmeleri gerekmektedir.

Materyal Listesi:
Online dosya aktarma programları (WeTransfer, Google Drive, Drop Box vs.) ile iletilecekler:

Eserin gönderilecek olan gösterim kopyaları; minimum Full HD çözünürlükte, Türkçe ve İngilizce altyazılı (Türkçe altyazısı beyaz, İngilizce altyazısı sarı olacak şekilde), .mov veya .mp4 formatında olmalıdır.

Eserin aynı zamanda altyazısız gösterim kopyası gönderilmelidir. Formatı, Full HD kalitede, .mov veya. mp4 olmalıdır. Esere ait 30 saniyelik bir fragman teslim edilmelidir. Esere ait 2 adet yüksek çözünürlüklü görüntü (Kamera arkası görüntüsü değil, filmin içinden kareler) olmalıdır. A3 boyutunda dikey formatta bir afiş hazırlanmalı ve bu afiş teslim edilmelidir. Katalogda kullanılmak üzere yönetmene ait en az 500x500 çözünürlüğünde bir fotoğraf teslim edilmelidir.
Kendilerine ayrıca verilecek adrese ulaştırılması gerekenler: Online başvuru formunun imzalanmış çıktısı.

10. ÖZEL KOŞULLAR
10.1 Yarışma başvuru belgesindeki imza sahibi, filmin yasal sahibi olmalıdır.
10.2 Başvuru belgesinde belirtilecek tüm bilgilerin doğruluğu imza sahibini bağlar. Bu bilgiler nedeniyle doğabilecek hukuksal sorumluluk imza sahibine aittir.
10.3 Festivalimiz yarışmanın duyurulması ve sonuçların ilan edilmesine yönelik olarak hazırlanacak basın bültenlerinde ve yerel televizyon gösterimlerinde, eserle birlikte festival logosu ve Resmi Sponsorun logosunu birlikte kullanmakla yükümlüdür.
10.4 Telif ve Gösterim Hakları; Tüm eserlerin telif hakkı eser sahiplerine ait olacaktır, ancak yarışmayı düzenleyen Vakıf, eser sahiplerinin isimlerini belirtmek koşulu ile birlikte ticari olmayan gösterimler yapma hakkına sahiptir.
10.5 Finale kalan filmlerin yönetmenleri 16-17-18-19-20 Aralık 2024 tarihlerinde yapılacak olan festivale katılım sağlayarak ödül töreninde bulunmak zorundadırlar.
10.6 Finale kalan filmlerin yönetmenlerinin ulaşım ve konaklama detayları hakkındaki detaylar festival yürütme kurulu tarafından başvuru esnasında verilen iletişim bilgileri üzerinden yürütülecektir.
10.7 Film sahipleri Festival Komitesinin belirleyeceği program düzenine uymakla yükümlüdür. Bu etkinliklere katılım sağlanmama durumunda Festival komitesi finale kalan eser sahibini diskalifiye etme hakkına sahiptir.

11. SOSYAL MEDYA HESAPLARIMIZIN TAKİBİ VE DUYURULAR
11.1 Yarışmaya başvuran yarışmacılar yarışma hakkındaki bilgilendirmeleri festivalimizin sosyal medya hesaplarından takip edebilirler.

11.2 Ödül törenin yapılacağı yer ve program bilgileri web sitemizden ve sosyal medya hesaplarımızdan duyurulacaktır.

12. Bu şartname 12 maddeden ibaret olup yarışmaya başvuran kişiler tarafından kabul edilmiş sayılır.

4. APPLICATION CONDITIONS
Films from all over the world can participate in the competition, but due to the permanent main theme of our festival, we have preferences that are prioritised.
Films that belong to all ancient cultures, especially the ancient Turkish culture, and that deal with the aforementioned subjects have first priority.
Films that are in Turkish, shot in Turkey, with Turkish individuals or crew, about Turkey, Turkish and Turkish culture, with Turkish subtitles, regardless of the film they are shot on, have first priority.
All kinds of films coming from the geography called Turkish Republics and states have first priority.
Films shot outside of Turkish and containing Turkish subtitles have second priority.
4.1 The competition is open to anyone interested in cinema.
4.2 People of all ages can apply to the competition.
4.3 The application to the competition is personal and applications with missing information such as name, telephone number, e-mail address will be disqualified on the deadline.
4.4 The language of the competition is Turkish. In case the productions that will participate in the competition from the national and international arena contain languages other than Turkish, they must submit Turkish dubbed or Turkish and English subtitled copies.
4.5 Applications for the competition will be made online through our website on the FilmFreeway platform.
4.6 Films to be submitted to the competition must be in the correct category.
4.7 The duration of the short films to be submitted to the competition must comply with the duration criteria of the relevant category.
4.8 All films submitted to the competition are kept in the archive of the Festival.
4.9 Films with a production date after 31.12.2022 can participate in the competition.
4.10 The deadline for submission of films to the competition is 10.10.2024.
4.11 Films shot in any language and geography can apply to the competition provided that they fulfil the Turkish and English subtitle requirement.
4.12 Competitors can apply to the competition with more than one film.
4.13 Having previously applied to another festival, platform or competition is not an obstacle to participate in the competition.
4.14 The problems that the competitors have/will have with copyrights are not related to the competition management/committee. Therefore, the competition management cannot be subjected to legal sanctions.
4.15 The competition management / committee / team is obliged to share the finalist films in their own audio-visual networks.
4.16 It is deemed accepted by the contestant that the works that have passed the preliminary screening and made it to the finals, provided that the director's name is specified, will be included and screened in the Nartugan Film Festival art events without any commercial purpose. At the same time, it is deemed accepted by the contestant to publish and show these films on the website and social media pages of the Nartugan Film Festival.
4.17 At any stage prior to the announcement of the result of the competition, Nartugan Film Festival has the right to refuse to organise the competition or to cancel the competition or not to continue the same competition in the future without giving any reason. In the event that the competition is not held or cancelled, none of the works sent or submitted to the festival by the authors may be used by the association.
4.18 Films that do not comply with general cinema criteria or do not meet them technically, films that contain hate speech, disregard of fundamental human rights and universal principles and values, racist, discriminatory and bad propaganda are not included in the evaluation.

7. EVALUATION

7.1 The Preliminary Jury and the Main Jury are determined by the Festival Executive Committee.
7.2 The Preliminary Jury presents to the Selection Committee a certain number of films in each category that meet the criteria and pass the evaluation. The Preliminary Jury evaluates and eliminates the works applied for the competition in terms of compliance with the specifications, technical, aesthetic, creativity and category selections.
7.3 The Preliminary Jury watches all the films participating in the festival and the films that are liked are determined as finalist films.
7.4 The Main Jury determines the winners among the finalist films in each category by considering the creativity and artistic qualities of the films.
7.5 The juries submit their decisions in written, reasoned and signed form to the Festival Executive Committee before the announcement of the results. The decisions of the Selection Committee are final. Participants do not have the right to object to the results.
7.6 The finalised works are announced on the Festival website and social media accounts.
7.7 The Selection Committees are not obliged to award prizes in the event that there are not enough works to win an award in any category.

8. FINALIST WORKS

8.1 Finalists will be announced on our website and social media accounts on 10 December 2024 at the latest.
8.2 For the finalist works, the following documents must be sent in the specified forms until 5 November 2024.

List of Materials:
To be submitted via online file transfer programmes (WeTransfer, Google Drive, Drop Box, etc.):

The screening copies of the work to be sent must be in minimum Full HD resolution, with Turkish and English subtitles (Turkish subtitles in white, English subtitles in yellow), in .mov or .mp4 format.

A screening copy of the work without subtitles should also be sent. The format should be in Full HD quality, .mov or .mp4. A 30-second trailer of the work should be submitted. There should be 2 high resolution images of the work (not behind the camera footage, but frames from the film). An A3 size poster in vertical format must be prepared and submitted. A photo of the director with a resolution of at least 500x500 must be submitted to be used in the catalogue.
What should be delivered to the address that will be given to them separately: Signed printout of the online application form.

10. SPECIAL CONDITIONS
10.1 The signatory on the competition application document must be the legal owner of the film.
10.2 The accuracy of all information stated in the application document is binding on the signatory. The legal responsibility that may arise due to this information belongs to the signatory.
10.3 Our festival is obliged to use the festival logo and the logo of the Official Sponsor together with the work in the press releases and local television screenings to be prepared for the announcement of the competition and the announcement of the results.
10.4 Copyright and Screening Rights; The copyright of all works shall belong to the owners of the works, but the Foundation organising the competition has the right to make non-commercial screenings with the condition of specifying the names of the owners of the works.
10.5 The directors of the finalist films must participate in the festival to be held on 16-17-18-19-20 December 2024 and must be present at the award ceremony.
10.6 Details about the transport and accommodation details of the directors of the finalist films will be carried out by the festival executive committee through the contact information provided during the application.
10.7 Film owners are obliged to comply with the programme order determined by the Festival Committee. In case of non-participation in these events, the Festival Committee has the right to disqualify the finalist.

11. FOLLOWING OUR SOCIAL MEDIA ACCOUNTS AND ANNOUNCEMENTS
11.1 Contestants who apply to the competition can follow the information about the competition on the social media accounts of our festival.
